Add NormalizeTags, TagMinLen, TagMaxLen, TagMaxCount constants and tagSlugRe to plugin/mod.go. Full TDD: 8 tests covering happy path, trim/lowercase, case-insensitive dedupe, empty-drop, bad-slug rejection, boundary acceptance, cap enforcement, and nil input.
