New capability interfaces: - menus.Menus: menu/nav access (GetMenuByName, GetMenuItems) - subscriptions.Subscriptions: tier/plan access (GetUserTierLevel, GetTierBySlug, ListActivePlans) - auth.PublicUsers: public user profiles (GetByUsername, GetByID) - plugin.PluginBridge: inter-plugin service registry with typed GetServiceAs[T] helper All added to ServiceDeps for plugin consumption.
